The Category and Its Promise

Policy institutes, think tanks, and research-led non-profits produce evidence and argument intended to shape decisions. Funding comes from donors, members, and grants — all of whom expect demonstrable influence in return.

Why it broke.

  • The output format defeats the audience. Serious research arrives as long PDFs. The decision-makers it targets are among the busiest readers alive, and the format guarantees the work is cited more often than read.
  • Influence is nearly impossible to measure, so funding argues with itself. Downloads and event attendance are proxies nobody believes. Without credible measurement, renewal conversations become about activity rather than effect.
  • The funding cycle fragments the work. Grant-funded, project-by-project operation prevents the sustained presence on a single question that actually builds authority. Organisations become a sequence of unrelated reports rather than the recognised voice on anything.
  • Digital presence was treated as an archive. Most institutes built a repository rather than a distribution system. The work is available; it is not delivered.

What Changed

AI-mediated information consumption has changed the terms decisively. When decision-makers, journalists, and researchers ask AI systems policy questions, those systems draw on whichever sources are structured, credible, and machine-readable — and rigorous, well-cited, independent research is exactly the material they weight most heavily. A policy institute is, in principle, the ideal citable source. In practice, almost none have structured their work to be cited.

Simultaneously, digital measurement has improved enough to demonstrate real influence: citation in AI answers, media reference, and policy document appearance are now trackable.

The renewed opportunity. The institute that structures its research for machine citation becomes the answer to its policy questions across every AI system decision-makers use — a distribution advantage far exceeding anything a report launch achieves. Combined with genuine influence measurement, this changes the funding conversation from activity to evidence.

For Indian policy and research organisations this is a live, uncontested opening — the market for structured, credible, Indian-context policy research in the systems now answering questions about India is almost entirely unclaimed.

  3. Measure influence where it now occurs. Citation in AI answers, media, and policy documents — evidence a funder can evaluate, replacing download counts nobody believes.
